I haven t made any purchase with any payment method in this country.

Publicly posting that you are willing to violate the Steam Subscriber Agreement by using a VPN to change your currency is not recommended.
You are not physically in Argentina hence, your store was changed to the correct country, Spain.

OP wasnt abusing his old location because, OPs balance WAS from his old location.
IF I would have bought balance with euros converted to pesos from the NEW location, that would be abusing.

You need to make your purchase in the region you are currently located in and use a payment method that is associated with a postal address in that region. The Steam Support team cannot help you change the Steam store region in your profile.
Steam store currency and prices are based on your location. All payment methods available in your region will be displayed during checkout.
You can change the store region in your profile if you move to another region.

They have answered me this, and that is not what their rules dictate, it does not matter that they have evidence that I reside in Spain or Argentina, to change the location of a store you must make a purchase on balance or buy games.

THEREFORE YOUR ANSWER IS NOT VALID AND I'M SURE THAT ANYONE IN YOUR LEGAL DEPARTMENT WILL SAY THE SAME THING.
