In order to play GTA v you have to register/sign in a rockstar account > the account then get linked to your Steam account that you bought GTA V on > you must use the exact same Steam account, and exact same rockstar account you had linked each time, or else you will get error if you login to wrong account.

If this is a login issue for rockstar, you have to contact rockstar support for help solve your login issue.
