This happens not only to banned games, delisted ones too (when developer ask Steam to stop selling the game)
The original version of Skyrim. It still has the cards on the market and I even got the missing cards I needed earlier this year to complete the badge. Technically, it still exists on the store but is hidden. You need a direct link to the store page if you want to buy it.
Rocket League is different from Skyrim because it was completely removed from the store (voluntarily by the developers, because they moved to Epic Games) and only those who already owned the game can still download and play it through Steam. Its cards are still available on the market.
So yes, in both types of instances the cards still remain.

thank you, i was wondering because Marvels Avengers is getting removed soon and i was wondering if i gotta complete the badge now, or if i can do it down the Line.

But games that are removed by the steam or the developer from sale the cards will no longer be marketable.

While I don't have trading cards for it, because I used them to craft the game's badge, I do have a background and an emoticon
So, in my game's case at least, it does seem that it being delisted made the game's items unsellable.
