Some cooperative games may just as well be played offline together, either with split-screen (by dividing the display in half (or more)), or by sharing the same view-point (or a combination of the two), or by using more than one device connected, or by waiting and playing in turns, or asynchronous through timed events.
I am not sure if that´s still true nowadays, but that´s close to what it traditionally meant.
It doesn´t say much about how many copies or licences you should purchase.
It can mean a lot of things. It´s probably easier to just ask in the forum of whatever title you´re wondering about.
So we must have two copies of the game if we are going to play on pcs
