report the discord account to discord
steam does not contact you thru discord, nor will you ever be told you were reported. a report only starts an investigation. the investigation has to find something for a ban to be issued.
its a scammer contacting you and they are telling to you contact their other account.
steam does not warn you about a ban. the account breaks the rules, it gets banned and then you contact support thru the ticket system to get it sorted out. no warnings, no discord, no 3rd party services. there would be a big alert on your screen that you cant get past till you tell it "I have read this"
100000% sure. We have seen this exact scam 1000's of times. The screenshot of the ticket is fake, Valve does not disclose what action they are going to take to the person that reported you.
Reports do nothing unless you really did something. Even if this person did report you it would just get filed and a false report.
Valve has PSA about scams all over the place. Just look at the message on top this Valve employees profile...

Valve employees will never communicate with you about your account using any chat system including Steam Chat and Discord. The only way you can speak with a Steam Support agent about your account is through the Steam Support Help Site. There's no situation in which you'd need to reach out to a Valve or Steam employee directly to resolve an issue.
This fear is how they get you. They want you to react emotionally, not rationally. Luckily you have a little bit of skepticism in you and you doubted it just enough to escape.
And just as important, how would Valve know your discord user name in the first place.
Report both accounts on Discord.
