Gift Cards Not Triggering Warning

I've accepted a few gift cards of the past few months from accounts I have been friends with for years. Every time I accept a gift card, my market is getting blocked. The FAQ clearly states you will get a warning if this will happen, and if you do not get a warning, you will not have a block.

I have paid attention to my last few, taking screenshots and verifying after the block is initiated that this is false. I am getting blocks without warning.

Steam does not have an option to contact them when you follow the support for this.

I am not sure if this is widespread, or what triggers it yet. Hopefully next time it is fixed.

If they don't verify the payment method before sending you the gift card, it will happen every time.

They do. It only started happening recently ish. In May, this did not occur.
