It's perfectly fine for them to ban people. Just as retail stores also can ban people from their stores and you can throw people out of your house. It all boils down to "their property, their rules". And yes, all Steam forums are the property of Valve and for the game hubs Valve extends that courtesy to the game devs/publishers (they control the game hub).
Nothing illegal or immoral about it. The latter is subjective anyway.
What the f if you paid to access forum you got scammed
So what hub did you get banned from?
Or are you just a lackey for a certain toxic a-hole with a superiority complex that posts on these forums?
And some toxic elements need to be told to never come back.

It's plastered on every single page of the forums. Seeing how Steam forums are privately run they are allowed to have whatever rules they want on their discussion boards.

It'd be nice if people kept Baldurs Gate 3 discussions inside of the Baldurs Gate 3 game hub. Nothing illegal about the Developers, their appointed moderators, or Steam forum Moderators removing disruptive people from a game hub.

Fraud is "criminal deception intended to result in financial or personal gain". Racketeering is "dishonest and fraudulent business dealings".
The rules exist, and enforcing them is neither fraud nor racketeering.

There is no subscription or fee to use the forums, you just need a free account.
Valve is not breaking its rules by enforcing them. And while breaking Steam's rules is not a crime, Valve does have a legal right to ban you for breaking their rules.
