Purchasing disabled due to raising a paypal dispute

So a while ago I bought a game for use on my OCULUS VR headset (kayak one) and it never ran properly and I could never get beyond the first title screen. I contacted STEAM to ask for a refund but they refused saying I had gone over the 2 hours permitted playtime (which of course was impossible as I couldn't even get beyond the first screen) I tried to explain it to STEAM and showed them that I had only been on Steam VR the client to run the game for an hour, and thats what was showing but they still wouldnt give me a refund so decided to raise the dispute with paypal who found in my favour and refunded me the money. Now I am locked out of making any purchases on STEAM. Anyone had anything similar?

So, you decided not to accept a no and resorted to defrauding Valve and now wonder why Valve is not happy with you stealing money they are contractually obligated?

Not to mention the chargeback fees that PayPal adds on top.

Reverse the chargeback, apologize profusely, and accept that you will no longer to able to use PayPal on that account as that payment method is now permanently banned on the account.

You asked Paypal to do what is an equivalent of a chargeback for a regular bank. When users to that, Valve restricts their account from ever making purchases again. Chargebacks cost Valve money, and are also a reputational risk. It is generally not a good idea to use a chargeback aside from cases of fraud or stolen money - using it as a replacement for a refund is not encouraged by banks, and definitely not by merchants, including Valve.

If there is no way to get Paypal to reverse the chargeback, then your account is permanently blocked from making purchases.

Yep, plenty of people have done the same thing, and if you want to purchase anything on Steam again you will have reverse the chargeback. If you can't or won't then you're SOL and i guess find a new platform to use.

Companies tend to not like doing business with customers who commit fraud.

Yes, doing a chargeback results in an account lock. If the chargeback has been reversed, the restriction will be removed. If not, it will be restricted until the date mentioned (it's not permanent, Valve stopped doing that). That particular payment method is banned from Steam either way, though.

When I was scammed by a user on Steam, I almost did a charge-back to deny the scammer game access, but instead took the $20 loss because of the loss of access to my account if I did so. Sometimes you have to take the loss humbly and learn from it.

What did you expect? I mean you broke the agreement of the sale. Steam are more than entitled not to sell to you again.

You either reverse the chargeback or purchasing remains disabled. No other options.

You decided on a course of action without fulling understanding all sides, or the consequences.

You might also looking into the term, "Friendly Fraud" or Chargeback Fraud. https://en.wikipedia.org/wiki/Chargeback_fraud

And while you might feel your case was justified, that doesn't negate the consequences if you persist. You can do what you feel is best for yourself, Valve can do what it feels is best for itself.

Well think about it. You asked for a refund, they said no, and you went and took your money back anyway (and caused them to pay extra fees as well). Why would they want to continue letting you buy on their platform when you may choose to do something like that again?

Or look at it this way. I provide you a service, you are unhappy with it for some reason and you sue me. The court agrees with your case and I have to pay. Do you think I'm going to ever do business with you again?

You can feel that you didn't do anything wrong here, but regardless of whether or not you were in the right Valve has no obligation to continue doing business with you.

He clearly wasn't. The refund policy is at 14 days, 2 hours played. He's no more entitled than anyone else.

Ok, but OP might feel they are and try and argue that point. I'm just telling them that even if it was true it still wouldn't matter.

i Think the OP did the right thing.

1. steam shouldn't care about it or refuse a refund this doesn't seem like a reoccuring thing.

2. paypal dispute and finding the OP in favor means a refund should of been given.

3. its not ok for steam to defraud users by selling them poorly made and broken games.

4. putting a purchase block on the users account is pretty stupid because now he will diffentaly not buy games on steam. which for his sake is great, he doesn't need to buy any more broken and poorly made games from steam.

5. and this message is directed at the OP , learn from this bad purchase to limit your spending for games from online stores, you will only end up with more bad purchases as time goes on and games that you will never play that you paid to much for. i have used steam for a very long time and no regrets and no spending is needed to play the best games that are on steam.
