Legitimately moved to a new country - Steam support refuses to help
I have legitimately moved from Canada to the USA.
I have tried using 2 different credit cards during the Change Region flow, both get the same error telling me to contact Steam Support. After I have asked repeatedly for help, this was their third response, basically telling me that they simply refuse to help me.

I have zero recourse here. I have followed their instructions and these are valid payment methods registered to a valid address where I am physically located.

Anyone have any ideas?

I have tried multiple different credit cards and been denied. I need to change my region to United States and be able to make purchases with my United States issued credit card. I am following the directions and it does not work. Please escalate this issue to someone who can resolve it.

Steam Support is unable to assist you in changing your store country.

You won't be able to use the credit cards ending in **47 or **42 to complete your purchases or update your store country.

To continue purchasing, you'll need to use a different payment method that is registered to a valid local address in the region where you are physically located.

Because we have provided all the information we have for your issue I'm closing this help request.

Please note that future help requests regarding this issue will receive the same response.

So you moved and made multiple credit and debit cards? Something is weird here .

What is it, VISA or mastercard.

Do you have a valid residency address that the card is registered to? And you actually living there. You probably need a us social number for this to work.

It's the credit card.

Credit based system.

You got no credit in USA.

Open a new credit card in USA

Were either of those cards issued to you in the U.S. from a U.S. bank? You didn't really get into the details about that, but they would be important.

I'm assuming you have a bank account in the U.S. or are planning to set one up, right? If so just use the debit card issued for that account. That should solve the issue.

These are US credit cards from bank of america, registered to me, in my new address in USA. It's completely legit. My address with my bank is my house in the USA.

Well mistakes do happen. It could be a Steam mistake. I would double check the card details either on the bank's site or at the bank. Sometimes banks make mistakes too.

I called the bank - no record of Steam making the request. What I have done to solve it is set up a PayPal account connected to my US credit card ; the same exact card and information Steam is declining. I was able to make the purchase that way. A stupid workaround, but resolved it. What is most frustrating is the total lack of willingness from "Jeff" to even try and actually help me and then the gall to say that any further inquiries would be ignored. If I wasn't so deep in this platform already, that would have been the end of my relationship with Steam.

Well he didn't say your further inquiries will be ignored. What he did say was that if you make the same support ticket, for the same issue, with the same cards, the response will not change. And that may be because it cannot change and there's no new information for them to act upon or provide back to you. It's a caution because some people will waste time trying to be persistent and hoping that if they get some other support person they'll get a different result.

This is why I suggested you take a second look at the card details on the bank's website. You didn't mention doing that, you just stated that Steam didn't attempt to make a transaction. So it kinda seems like you ignored my advice.

If it were me anyway I might be frustrated, but I wouldn't be mad at Steam yet for not resolving something that may be out of their control. I would need to be sure, so I'd check everything, no matter how small. Small things matter sometimes, like it or not. Going over the card details with a fine tooth comb would still be on my radar. There being no transactions with Steam wouldn't be surprising, and wouldn't fall under card details as I'm thinking of them.

Steam is doing this to me now as well. I hate reviving a dead thread but the OP had the same problem with the same useless responses cut and paste I am now having. The only difference is I moved from the USA to Canada.
Sorry you had to go through this OP. Steam has some strange verification issue and is unwilling to work the problem, leaving it to the customers to find a way around it. Perfect proof is the response "just use another card". Credit Cards don't pop up out of thin air. You have to apply for them and its not worth getting a new one just for Steam. If there system is auto failing to verify the one used its their issue not ours. Anyway I just wanted to validate the OPs post. Its not a common issue but it does happen and at no fault of the customer.

Is the card tied to an address in the current region you reside in?
