You can try a manual ticket.
Support --> Purchase --> Select purchase --> I have a question ... --> State your case as elaborate as possible.
Hope for the best, Valve can still say no.
So instead you should submit a manual refund request. Select "I have a question about this purchase" in the Steam Support page and state your reasoning for needing a refund. Your request will be viewed by someone with actual human eyeballs who will make an actual human decision as to whether you should be granted a refund or not.
Clearly shows for me. It actually works if you follow the instructions.
