on the other if they have a credit card on file with your name on it it kinda implies that you're at least 18? isn't that how they do it with porn sites and it's good enough for that? not like steam doesn't save my credit card info...
Most countries allow teens to have their own cards, but still under guardian supervision.
And some states are trying to enact laws requiring porn sites to verify people using their IDs/DLs, which is another can of worms.
I can tell steam I was born in 1945 and they just like "oh neat!"

But only an idiot does that. Seriously, many banks are still relying on an SMS code to set a cookie, rather than a proper Yubikey or an open, independently-audited OTP app.
Having your credit card on the account doesn't mean its YOU using the account.
It's not about being secure. Its to protect steam from lawsuits if someone underage views adult content. If a child lies to get access to content he shouldn't have that invalidates the parents ability to sue Steam and protects them from legal liability. Its not meant to stop anyone from accessing content, just to protect them legally.
