Game is not in library

I bought L.A Noir few years ago from another site. I played it on Steam and then permanently removed from my Steam account. Now, I am activating it again, but is saying it's already in my libray and account. Of course it is not there as I removed it permanently.

How to download the game again?

To show your hidden Steam games again, just follow these steps:

Open the Steam app and click on ‘View’ in the top-left corner;
Click on ‘Hidden Games’ to open your hidden collection;
Right-click on the game you want to unhide;
Hover over ‘Manage’ and select ‘Remove from Hidden’.
Once you complete these steps, you will see the title in your library again.

it is not there. maybe because i removed it permanently?

2. Scroll down and enter the name of the game in the search bar.

3. Click on the game.

4. Select "It's not in my library"

5. Select "Restore the previously removed package to my account"

Check your library again.
