AFAIK, they don't actually enforce this though, and if they do then it is only against accounts that have literally nothing on them, presumably in an effort to conserve server space or something.
I just logged into my own Ubi-Connect account, where it says my last login session was in January last year, and my account is still there in good standing. Heck, my account is apparently eight years old at this point and I don't see anything outright missing from my purchases since a long time ago, like "The Crew", which I do know was bought.
Anyway, I would not be so worried about losing your whole account, but I am curious what evidence you have to suggest that you've lost games that you were offered/had bought. Do you have a receipt that doesn't match with your library on Ubisoft Connect or did you possibly forget that you bought a Ubisoft game here on Steam instead?
Or maybe you know you've logged into the wrong account. Just like every other person who has 'claimed' this on steam, gog, uplay, ea, etc.
But no its always "they deleted my games!" right?
Even if these games were bought on Steam they still would show up in Ubi-connect because you need an Ubi account to play those games and have to link it to your Steam account.

Anyway, I think what Mailer has pointed out is correct.
They did make a policy were they stated they will be deactivating in-active accounts and my guess is they slowly went with people who had almost no games and how long they weren't active also.
And I think the reason is absolutely what Mailer suggested too, to save server space and not have to pay monthly fees maintaining X amount of servers to hold Y amount of accounts.
I am not really in the belief that they should be doing this but.... if they are bleeding while in the ocean and trying to stay above water.... its sadly a logical move for them.
THAT being said....
I don't believe they would have SOME of your games on your account because that doesn't make sense what so ever. It'd be an all or nothing type of situation.
Uplay, EA and Rockstar work via their custom APIs they have with Steam. While you make the purchase on Steam, the game itself is installed via their custom clients, and they verify your purchase through the steam client. If you launch a game on uplay, that you own on steam, it will actually first launch steam, check you actually own the game, then launch the game on uplay.
A) You required to delete account, or asked to remove things from Ubisoft account?
B) You have more than one account, and may have forgotten.
C) You had more than one account, and for some reason you decide to delete the extra account that had your games on it.
Take your pick between A, B, or C.
I bought it via Steam and this game is one of the few that has not disappeared from my "Ubisoft" account I have never bought any games directly from their site most of my games were purchased in DVD version in the trade I entered the keys of these games most of the time without problems and the games appeared on the "Ubisoft" account.
Most of the games that were offered to me on my one and only "Ubisoft" account have also disappeared for some of the good games like "Watch Dog"...but the big problem is that all my very old games that I I had bought in the trade no longer appear on the account.
I specify that I did not install the "launcher" of Ubisoft and that I connected directly to my account "Ubisoft" on Internet because I currently use Linux.
I will install Ubisoft's launcher via Lutris and check if the problem is still there.

I just checked my library and thought a bunch of my games had been removed but it was just the case that only the free games tab was open.

I now confirm that all my games are PRESENT it's strange what happened to me because usually when I logged into my Ubisoft account only on their website I could see my game library...not anymore now you have to install their "launcher" to view their game library.
The problem is solved, thank you all for your answers and your help.
