Only the retailer you purchased the cards from can activate the card upon purchasing said cards at the store.
Does anyone have a Service phone number or an email address for Steam Service Department?
you go to steam support and create a ticket, there is no phone number.
It could be that there was an glitch while you were purchasing the cards, and they were not activated.
What message did you get when you tried to add them to your grand-childrens' wallets?
Also are you and your grand-children in the same country? When you purchased the cards, did you get the ones in the correct currency of your grand-childrens' wallets?
