What is the Bob and Doge war?

So I was just looking at the community stuff after playing a game and I saw this image in a comment. It said something like "help stop the Bob and Doge war by copying and pasting this image.". And i didn't really think much of it so I just kept scrolling after that. Than i saw a Doge image saying to copy and past the image to help take over steam and win the war or something like that. So I just made this. If you see an image of the Bob thing I was curious about what that looked like and also if you know anything about this "war" please let me know.
