Most games have a frame cap or frame limiter, which pisses me off. If you play any of the other Valve games like Cs:Go or TF2. You can turn off the frame cap with the command "fps_max 0" in the console. It will be default fps_max 300 (thats what it is for me on Cs:Go and GMod) But change it to zero to release that cap and you will notice more FPS.

Usually, other games have you turn them off in their settings. Hope this helped! :)

100 FPS on Non-Steam? That's quite strange. Then it might be dealt with settings of CS on Steam which is the root of your problem. Be sure that gl_vsync is set to 0 and fps_max as 101 as well. This may fix your issue. Otherwise try the following settings shown below:

• cl_cmdrate 60
  
• cl_updaterate 60
  
• rate 25000
  
• net_graph 3

If STILL doesn't fix your problem at all or no huge effect from the beginning then you might want to re-install Counter Strike 1.6 again.

its Still Donsn't Fix problem, i also re-installed cs 1.6 no changes
