Tabletop simulator allows you to play all of these games and much more because people have created the mod's for them. Of course finding players can be difficult for games, especially for something like Monopoly, but there are dedicated forums and groups for such.
The time frame for classic is 20+ years old
If you're looking for PC implementations of traditional board/card games, I suggest you check out Hoyle's Official Book of Games[en.wikipedia.org].
The reason you don't see many games on Steam for this is because these are more commonly relatively simple games that are probably the domain of flash games and mobile apps these days. It's just not profitable, nor even creatively unique to justify spending time and effort making implementations of them for the "hardcore" market. That's not to say these classic games aren't good. They are. But Steam is still largely seen as a digital distributor of PC games for that hardcore market, and I think people who make such games don't much bother trying to get them here for that reason.
