2D animation software on steam

Pretty basic idea, I'm an artist and I'm looking for an adobe flash software alternative.
I'm not too keen on their pay by the month plan they have. And dont feel like stickin to gif anymore as the 256 color limit can be very limiting.

So for any artist out there. Is there any good "sfw" (flash animation file) maker on steam.
Whenever I try to search it seem to push me toward 3D animation.

Edit: Extra info - I draw every frame on an alternate software (Sai) so it would be great if I can import PNG and such into them.

Gimp software. Have you tried NVIDIA Texture Tools for Adobe Photoshop?

Gimp doesn't do flash animation to my knowledge?
Would have to pay for photoshop to begin with <w<;;

Im not looking for free software XD
but something that doesnt cost me an arm and leg and isnt a month plan. (cause down the line I would pay more than just buying a software.)

Ive seen toonboom but that around 500$ where I live, so that a big no.

I was going to mention “source forge” but you don't want a free software. So “free image” is out of the question. I'm not too sure as to what types of animation software are out there. SWF is proprietary so I don't think your going to get around using it without buying it from adobe. You can try these
