i cant buy a game to gift to my friend, it keeps showing this error message:

i really dont know maybe there is have some issues about money roadway or its about your friend I've never been in such a situation. but i been one time i want buy myself game with walletfund it was a first time and they kept me waiting 6 hours for steam community verification
