Is there decent game about criminal economics?
You know, racket, prohibition, illegal shipments and all this as usual actions and not one time missions, normal gangs and criminals under command.
I used to play demo of Legal Crime, good but old strategy.
In Saints Row, Payday and GTA despite any plot we have gameplay of typical pawn without any future, all we do is rob stores, transit "insert load name", kill opponents by ourselves without ability to hire henchmen and manage "serious bussines" shadow empire. Even bank robbery considered a Yay! Christmas event from developers, while money we get is either small or we cannot spent it on stuff other than cars and ammo for once unlocked guns

You can be a rogue class in this game which pretty much means you can manage your gang, a game all about economics and politics and competition. The money you gain, you use to expand your operations, upgrades, items etc. It's kind of slow paced though and has a somewhat clunky gameplay.

Then there are Godfather games which might have a bit more what you're looking for.

It's an old game but "Dime City" was one of the best in that regard...

I'll also have to throw my hat with 'Gangsters: Original Crime'. It is set in generic 1930's and may be the game you are looking for. You buy buildings, hire goons, send them on missions (racket, assassination, safecracking etc.), wage turf wars - the works. It is also much more a sandbox than mission-driven Omerta. All in all, this is possibly the best 'gangster management' game out there. Just don't bother with the sequel, it doesn't stand up to its predecessor.

This game simulates one specific branch of illicit trade, but it does it decently. It suffers from cluttered interface and a bit repetitive gameplay (but let's face it, many other business simulation do so to some extent), but may be funny, especially when played occassionally.

Chaos Overlords

Not sure if it fits your criteria, but this is turn-based board game (no an adaptation of an axisting game though) set in the future with art and setting heavily influenced by Judge Dredd comics. You hire gangs (each having many detailed stats), equip them, gather influence over businesses, control city sectors and fiught other gangs. The trick is to keep a low profile to avoid crackdown of overpowered police in a 'push your luck' manner. Very different from other organized crime titles, but is worth a try if board games are your thing. I bought it in back 1996 and play it until this day :)

Gangland

This one is similar to "Omerta", but with real-time combat and getaway missions. It has potential, but is hardly polished and suffers from sub-par interface and numerous glitches. Worth a look if it is on sale, but generally, you'll be better off playing games others already mentioned.
