Why is the steam summer sale so short?
So that's the last day of summer?

Because Valve decided so.
You can't have summer sale for 25% of year and then winter sale for another 25% of year.

That would be sale ending for half of year.

A sale that ends makes more money for Valve and all the developers/publishers that a sale that lingers on all summer. To give one example to illustrate it: You overestimate the number of games you'll be playing, and buy them all during these two weeks, with most of them ending up in your backlog at the end of summer. In a whole summer sale, you buy each game when you get to it, and end up buying fewer games at the end.

they make more money because most of the players buy games on sale

You'd think so, but no. But there are entire volumes written on human psychology, how we make purchasing decisions, and how to apply it all to marketing and selling your product.

I'm not going to give you a marketing 101 in here, so if you really want to know, google away. The end conclusion you will reach is that a two week sale followed by 10 weeks of summer and regular dailies/weekend sales makes more money than 12 weeks of all-out sale.
