Graphics Settings GTX 1070
So i built a pc about 2 years ago and up until now i could run overwatch, gta V, fortnite, csgo, tf2, just cause 2-3 and others at amazing graphics levels with high fps. In the past months though it has gotten bad dropping almost all of these games to 60 capped to keep it stable but this week these games atarted dropping below 60 even dipping into the 30's. This should not happen on a 1070. I have checked and closed programs running in the background. I have messed with and updated drivers as much as possible. Im at a loss and was hoping someone could help.

Specs:
GTX 1070
Intel Core i5-6500 3.2 GHz
16gb RAM

Could be your GPU overheating/dying. I recommend using a program like MSI Afterburner or similar to check temperatures during gaming/full load.
GPU start to throttle their performance if they exceed their overheat threshold.

I downloaded the MSI Afterburner and it says im running a constant 32-33C. Im not the most tech savvy person but that doesnt seem high

Yeah that is way below average. GPU can go up to like 80+ degrees before throttling.
Sounds like the card is not used at all. Did you change anything with your system recently?
New monitor or had the cables removed at the back of the case?
Because it sounds to me like your system is not using the GTX 1070 at all but the integrated graphic chip on your CPU.
That can happen if you put your monitor cable into the wrong HDMI slot on the back, in the motherboard instead of the GPU where it belongs.

Also its possible that something changed your internal settings so your system switches to the integrated graphics instead your GTX.
Go into your NVIDIA Control settings and make sure that under "3D settings" its set to "Maximum performance" which should guarantee that your GTX is used.

I havent messed with my wires in a while but i checked and didn't see any issues. I do have a dual monitor setup. I tried to set all of the 3D settings to max. My frames still drop well below 60.

Then i honestly have no clue. You could run some benchmark programs like
https://benchmark.unigine.com/superposition to see if your card reaches full 100% load there.
If not then most likely something is wrong with your card.

1. Using the MSI afterburner and Intel Extreme Tuning Utility, make sure you are not thermal throttling. If I leave my laptop wide-open it can hit 90c playing games on its 1070 and thermal throttle, but a desktop shouldnt really go over 70-80c as there is plenty of room for better cooling. In my last session the cpu hit 81c and the gpu hit 72c.

It seems you have already done this, however 33c is just ambient temp like the card isnt working at all.

2. Do a clean re-install of your vid card drivers. Dual monitors can also make things weird so try it with one and see if it still happens.

3. If that fails, try a clean re-install of windows. You could have something running in the background you dont know about and it is slowing things down.

Are the only drivers i should be seeing as available the game ready drivers. Idk where else to look on the GeForce Experience

Also still pulling 40 fps on the overwtahc hero select screen and 40 fps in fortnite

59.68 / 73.63 / 90.16

in that bench with those settings.

Your min is lower but a single lag spike already is enough to bring your minimum FPS down to such a number.
Your average and maximum FPS are actually better then the majority if 1070 users.
So i dont think anything is wrong with your card.

THIS is the real question. For me it still sounds ( mainly from the low temperature) that your card is barely used during gameplay, only sitting at 40% or so usage.
I know that a Windows 10 update a short while ago introduced a similar problem in some games, with the GPU barely being used.

There was a test for that. So, try and switch Steam to Big Picture mode and start the game.
If your performance is better now it really is that Windows 10 update bug from a few weeks ago.
If its still the same we can at least exclude that possible reason.

I know. Just meant that there's a chance OP didn't actually have it under load when reporting those temps. While aware you did tell him to go in-game, never hurts to double check since some advice falling on deaf ears isn't exactly unheard of.
