you have a limited account. limited accounts cannot trade nor use the steam market. if you want to be able to sell/trade your skins, you have to unlimit the account by added/spending $5 USD.

and you should be taking the security of your account more serious. the only thing steam returns when it gets stolen is the account, skins and money are not returned.

You can only sell skins you bought. Twitch drop skins are not tradable.
