Can't trade items from csgo (overwatch ban) not trade ban?

I have an overwatch global cooldown and when I try to trade my items from my this account to a new one it says "Cannot trade items from csgo" but I don't have a trade ban on my account or a VAC ban?

It's only a few cases so not a big deal but just wondering why an overwatch cooldown prevents you from trading your items?

If a VAC Ban (for any game), cooldown or overwatch ban has been registered on your account, you will no longer have access to the CS:GO store, or be able to make trades for CS:GO items, and you will no longer receive item drops. You will still have access to your items that were acquired before the ban/cooldown.
