I've seen people have special emojis like sans and toriel and pyro how do you get special emojis?

you mean these kinds of emojis? You can buy them on market and/or you get some from the game if you craft a badge.

How do you craft a badge?

Two ways. Either create badges which randomly produce an emoji and a background (x5 levels for normal badge) + the Foil x1. You have 6 chances to get whatever emoji you want from the badge collection it comes from. The other way is to search for it on the Market and purchase it.

Booster card are random drops created when someone crafts a badge for a particular game.

If you're lucky, you might get one someday. Just sign into steam once a week to stay eligible.

I wouldn't count on getting a booster pack anytime soon. You're best off either trading other cards for the ones you want, or buying the missing cards from the market (you can sell any cards or marketable items to get some funds in your steam wallet, if you don't want to spend real money).
