You can check steamdb.info to see if the game you want has been on sale before. That way, you can predict the price it will be if it goes on sale. Also, you can also predict when it will be on sale since some games go on sale in a periodic pattern.

C'mon...when aren't there a billion Steam games on sale anymore? Seriously, there used to be a time when you would wait all year for sales like this. Now there are sales all year long.
