Probably Fallout 4 or Skyrim should be top choices.
Prey was an absolute blast as well.
If you are conisdering games like Bioshock, prey is definitiely it.
Other than that I'd recommend games like Black Mesa (Half Life 1 remake), Half Life 2, System Shock 2 (1998 game so graphics are dated but there are mods).
If you want a shooter more like Far Cry. Rage and Rage 2 are recommends too.
If you want Far Cry like Stealth and outpost capturing thing, try MGS V: Phantom Pain.
For more FPS type Bioshock or Prey. Both have a great plot, a little darkness (some scary stuff going in both titles) and excellent graphics. Whether you choose space or underwater city, you can select your playstyle and what's more important to you. And, like in Dishonored, decisions you make in Bioshock are essential for the game.
I think Metro or Fallout 4 can be good options too. Metro can be pretty combat-heavy, and you surely don't want to rush at everyone. Fallout 4 can be slightly overwhelmed at first, but you can skip all gathering and building stuff and enjoy the apocalyptic world and killing mutants.
By the way, I played HL2, Metro and Bioshock decades ago. I should try Prey but I hope it isn't as slow and tedious as Dishonored 2. I'm about to give up on it. I played Fallout 2 for a few hours and got bored with scrounging for bottlecaps etc. It is my understanding that Fallout 4 would be more my style.
All three of those games sound good to me.
I like the FC5 Arcade games and New Dawn, which is very similar to the short arcade game missions, I'm surprised there aren't a lot more games like them. Also, I really enjoy the realistic natural settings. I wish there were more games with beautiful nature and fewer apocalyptic and dark zombie games.
Prey and Mooncrash together are only $8 now because of the Steam Summer sale. I'm interested in Seven games that have been recommended and they are all $8 or less. Maybe I should stop thinking about it and just buy all of them. That could keep me busy for a few years.

Oh boy you ready? I'm just gonna give you names because I give links it will be a mess I'm also going name games not found on steam not going name what's already been named.
Here goes.
All of splinter cell series.
All far cry series. (i know was mentioned just reinforcing the statement)
Ghost recon wildlands and breakpoint (get breakpoint on ubi store on sale right now) I highly recommend these 2 based on the stealth strategy mindset. Open world aswell
Metal Gear Solid V: The phantom Pain (deep stealther you can be loud also just stealth lot funner also open world highly recommend it also)
Shadow of Mordor and shadow of war (not shooters but good stealth with strategy to that stealth)
Payday 2 even if you don't want to play with others i single playered stealth alot in it.
Watch Dogs series bit like splinter cell if you play stealthy but open world I consider it GTA V with better stealth mechanics
Batman series but i'd recommend arkham city and arkham knight the most I really enjoyed the stealth in those 2
Deus EX series but for modern games go with human revolution and mankind divided. You can stealth the entire game of human revolution except for boss fights.
Sniper Ghost warrior 3 (open world stealther 1 and 2 are ok to)
Mark of The Ninja (not open world fps/3rdp but I recommend it anyways i think you'd like it some of the best stealth strategy for what it is has deadly stealth, non-lethal stealth even has no combat stealth all different modes of play)
Styx series (not shooters but these are pure stealthers theres combat but don't do it head on)
Sniper Elite Series
Assassin's Creed Series
Alpha Protocol (if you can find it else where not on steam any more similar to splinter cell series)
Hitman series
Thief
Argami Series
Homefront 2: The Revolution (this game very close to far cry knock off open world with capturing outposts stealth capable)
Generation Zero
S.T.A.L.K.E.R. Series
Ghost of a Tale (pure stealth avoid combat type)
ECHO (unique game)
Anyways these are what i got have played and enjoyed all of them deeply. I am a passionate stealth player also that enjoys the strategy aspect of stealth and deploying them subtle artistic and creative tactics. Some are 3rd person some are 1st person but I'd recommend all of them.

I found the stealth & trap combat there very enjoyable and the world is just beautiful.
