Error -118?
I can’t open any discussion forums for any games. Why is the errror unknown? And what is the likely cause?
I’ve restarted steam but the error remains.

Have you tried again?

That's a connection timeout.

For now, clear your web browser cache on Steam and restart the client.

Steam > Settings > Web Browser > Delete Web Browser Cache > Restart.

I cleared the cache etc but it didn’t help. It works on mobile steam though. I’d think my 250/100 line at home would be a bit faster than the phone...

Change your DNS server settings.

Use GoogleDNS.

Today I could open the forums on the PC without changing the DNS. I'll try it out anyway to see if my net runs faster :)

It should make a difference, yes.

Your ISP's default DNS can become whacked any time as well.

Uninstall Google Chrome and restart your PC.

Do a malware scan,

Check your router and modem.

Reboot your modem and router.

Check to make sure you are running Steam as Administrator.

FIXED:

I had to change my DNS server *IN MY ROUTER*
changing my DNS on my computer in the network center unfortunately did nothing, the issue resolved once i changed my DNS in my router.

im using an RTAC5300 router, so these pics will look different to your router

This thread was quite old before the recent post, so we're locking it to prevent confusion.
