For now, clear your web browser cache on Steam and restart the client.
Steam > Settings > Web Browser > Delete Web Browser Cache > Restart.

I had to change my DNS server *IN MY ROUTER*
changing my DNS on my computer in the network center unfortunately did nothing, the issue resolved once i changed my DNS in my router.
