1. GWFL games work fine, even on modern Windows. I tried it myself, works.
2. Games with third-party stuff got that notice on the store page. If you don't want third-party stuff in your Steam games, pay attention to the store page & boycott if you so desire.
It is defunct in the sense of no current developers using it in favour of Xbox service. The GFWL servers is still active for existing games and users but in the end it's Xbox service that is the successor that devs are using if they choose to. I don't know any newer GFWL games released. Last time I've heard of GFWL was when I looked it up on wikipedia. I've used to adore
If you need it to work without GFWL, message the developer or download the most recent one as people gave you. For most games where some users have this issue this is the fix each time.
They all use GFWL. After you get it working, you'll be fine. Now for things like other OSs... yeah. It's going to be a pain. I'm hoping that's why capcom pulled Lost Planet 2 from sale. So it can fix that. Because I'd love to play that on deck.

1. Steam is a store, it allows 3rd party DRMs.
2. Pretty much all games that still using GFWL provides out of date version.
3. GFWL still works, but there a problem, when Microsoft closed the store portion, and gave it final update, there is no way for older versions of GFWL to update, as store gone.
4. The only way to fix this is to manually download the latest version, and install it. It recommended to uninstall the outdated version, and then install the latest version.

It's not Valve that's forcing the third party apps, it's the games' devs/publishers
