Your Adept Accumulator badge shows that the 24th of November was when you last added a game to this account. That's 3 weeks ago, so, if the gifts were sent to this account that you are posting with, they do not qualify for an automatic refund (within 2 weeks of purchase and less than 2 hours of runtime).
Your brothers can still try to get manual refunds. But they might be denied.
You first need to approve the refunds:
Click Help in the top left of the Steam client and select Steam Support.
Scroll down to the bottom of the page to the search box and type in the name of the game that was gifted to you. Scroll down the list until you find the game and click on it.
Select the "It's not what I expected" category.
Select "I'd like to request a refund for this gift" and you will see:
Once you have done those steps with all of the gifted games that you want to refund, tell your brothers to follow these steps for each of the games that you approved to refund:
Click Help in the top left of the Steam client and select Steam Support.
Click on the big Purchases button that is underneath the Games, Software, etc. button, and scroll down the list until he finds the game and click on it.
Select the "I have a question about this purchase" category and provide details about the issue (that he didn't know that your computer couldn't run the games that he was gifting you), and request a refund.
Please refrain from spreading mis-information
