Can I crossplay between X-box games and games on Steam?

For example, say my friends playing on an X-box have a certain game, then I get that game on Steam, would I be able to cross-play.

Depends. From what I know, Rocket League has crossplay, Minecraft, Fortnite and some Gears games where crossplay is limited to certain modes.

Only if the game supports it at the moment very few do but there are some.

And what I mean by "games on steam" is for example I know cross play is possible with certain games, but is it still possible with those same games if they've been purchased on steam?

Also, it sometimes matters where you buy a game. Some games only have cross-platform multiplayer with XBox when bought from the Microsoft store. But those can not play with Steam copies of the game.
Prime example, ARK Survival Evolved.
Steam users can play with Steam users, but not with XBox or Microsoft store users.
Microsoft store users and XBox users have Crossplay, but can not play with Steam users.

Rocket League's cross play isnt that comprehensive.

You can play against other people cross platform, but you couldnt form a cross platform team, or intentionally play a specific person cross platform.

As a side note, Id say that Rocket league has the best implementation of cross platform play I have come across as of yet, probably based on the nature of the game itself as much as anything else.
