AFAIU free-to-play with in-app purchases only require one to spend money, so that’s fairly easy as well, but no personal experience therewith.
It usually takes a few hours per game to collect all cards.
Free games will not drop cards until you make ingame purchases, about 9$ per card. If you do not use skins or whatever ingame purchases the game offers, it is just better to forget these "free" card drops and just buy the cards outright.

Unfortunately badge leveling up is mostly done through buying cards from the marketplace. As noted, you only get a few free cards, you need to buy to complete a full set, let alone 5 levels.
To level up as cheaply as possible, look for 5 or 6 card sets, and for sets whose cards are cheap. With some searching you can get to 30 cents per level or less.
Please keep in mind the experience required to level up the Steam level increases by 100 every 10 level ups - i.e. 100 XP per level until level 10, 200 XP per level levels 11-20, 300 XP per level levels 21-30, 400 XP per level levels 31-40, 1000 XP per level levels 91-100, and so on.
So leveling up Steam is fairly cheap at first, but then costs start to creep up.
