In any modern game it'd mean you would level up after every mission, or you'd have to program in hundreds of missions or RNG missions. Then you'd have gameplay elements changing on your rank and inevitably some players would like certain elements more than others creating dead points for most players where they don't like their 'rank'. It would also encompass a ton of gameplay elements instead of focusing one just one playstyle.
The closest thing I can think of is something like
https://store.steampowered.com/app/773951/Freeman_Guerrilla_Warfare/
Where you grow your army, can tactically move squads and get more and more and better soldiers, equipment and eventually vehicles (if they ever added those, it was in early access and I havn't checked up on it in a long time)
edit: supposedly there are tanks and other vehicles in game but they're currently reworking a huge part of the game or something which will take a long time
