What? The person could still literally just repair the game/ reinstall it.
Those people are meant to have a thing called parenting skills. Use them.
I suspect that this is a person of college age still living with your parents; if he/she does not want to abide by their rules - attend classes or get a job - then you might want to consider talking with your parents about conditions for him/her to stay at home.
Of course, if this is a high school minor, then it is time to plug the cable off the computer.
You can corrupt pretty much any file by just editing it and changing a few bits...
Easiest way would be just open it with notepad and delete a bunch of stuff in the middle,
or you could just delete the original and replace it with a blank file with the same name and if you really want to make it a hassle you could change some of the file permissions to remove the read/write permission and then change the file owner to system - that way they would not even be able to open the file, delete it or anything and they can't change the permissions back because they don't own the file (they will have to change the owner of the file to themself, then re-add the read/write permissions)
The game will then appear as uninstalled. once you restart Steam. You can always put it back for yourself..
Open in notepad to see which game ie the one that matches your game.
