Paysafecard is not working

Hi

Today I tried to buy a Valve Index but I could not use my credit cards, probably because they are from my original country, but now I life in Spain. But since Steam suppose to accept Paysafecard I went to the next Media Markt and bought 11x €100 paysafecards.
But now I still can't pay. The same error shows up saying I should try it again later or contact support, which I did, both. But trying it again and again doesn't change anything, same unknown error repeats to show up. I even opened a account with Paysafecard and veryfied it, but since Steam does not even redirect me to the paysavecard-login this is not fo much help. :(

And I wrote to the support, but they did not respond so far.

Anybody has an Idea why Paysafecard is not working?

[EDIT] Ok, I figgured out that I can top up my account with paysafecard, but I can't purchase the Valve Index with it. Whyyy??

[EDIT 2] So I read in the forum that it's possible to buy a Valve Index with my Steam Wallet and decided to top up my Steam Wallet with those Paysafecards.
But guess what?! I redeemed 7x €100 and now Steam tells me that I made too many buying attempst in the last few hours, and I shall wait until trying again.

Just in case that somebody reads this which is in a similar situation:
Today I made a total of 31 buying attempts and purchases. 8 of it where successfull Steam Wallet recharges, 23 were direct (and failing) buying attempts with credit card and Paysafecard method.
So it seems like trying to buy 31 times in a few hours triggers a (hopefully) temporal block and disables the possibility to buy (or top up?)...

Btw. You need a verified Paysafecard-Account to recharge that much.

After waiting an hour I could charge my Steam Wallet with the rest of the paysafecards. AND it worked to order a Valve Index
