Developers set the prices. If they don't want to have regional pricing for your region, that's their choice.

Valve already recommends that developers / publishers use discounted prices for Bangladesh, and several other countries in Asia which are using USD instead of local currencies. However, they can't enforce it as it up to publishers to set the price. If you are think a particular game should be cheaper, you can approach a publisher with the recommendation but it's not up to Valve to do that.

We also recommend a discounted USD price for several South Asian countries where we don't have local pricing. This is presented as "SASIA-USD" in the pricing tools. These countries are: Bangladesh, Bhutan, Nepal, Pakistan, and Sri Lanka.

You look up their websites and send them an email. Or twitter message. Or anything they have listed on their contact page on their websites.

This. Just dont expect anything to change. Most of the big publishers more and more abandoned regional pricing over the last few years.
They just dont care.

I'd have to guess that the poorest countries just don't drive that much in revenue to warrant fussing over. Unfortunately it probably just drives those populations to piracy which in turn lowers revenue, rinse and repeat.

one small publishing co put it well, though. they said that, while these countries do have such a disparity in wage earingins, they have to pay their staff in the country they work in. if they could do it and still stay above water it is one thing, but they can't put themselves out of business because they can't cover the costs selling it so cheap.
