Case 2: Steam will allow you to activate the game, but refuse to start it for 90 days. After that, you can run the game.
You will not be banned unless you use methods to disguise your location to activate a game that can not be activated in your region.
make sure you are buying from legit sites and not grey markets. legit sites get their keys from the game developer/publisher. grey markets get them from where ever they find them, stolen, fake, used, demo's, free keys that were given out by another site, press/review keys, etc.
and you should be looking at why did the game get removed from steam
oh wow thanks for the heads up but the game im looking for is a racing game, and the game uses real car brands, and if you dont know, devs usually make a contract with the real companies on how long they will use their cars licences (e.g with toyota or something) and so they cant sell the game forever.
things the site is known for - fake keys, selling bundles but the key is for the base game only, used keys, asking people to get information from steam that they know steam will not supply, insurance (no legit site sells insurance for keys), selling keys for the wrong region, keys getting revoked (look up Sniper Elite 4 keys revoked, guess which site sold a ton of stolen keys), etc.
