Why is a game only available for Stream and I can't download?

I have Witcher 3. It only allows play to be streamed and I can't play offline.

I feel like I'm missing something basic, but why can't I play this - and some other - games offline?

That usually happens if you have the game installed on another pc at the same time and that pc is online too.
Then Steam automatically offers you to "stream" the game from the first pc.

Next to the "Stream" button should be a downward arrow, click on it, then choose " This System".
That will give you the option to play on that PC without streaming and also offline.

If you turn off Remote Play in the general settings, the button will revert to the standard Play button as well, if I'm not mistaken.
