That's the curious thing, for example, if you have an artwork showcase, and you change that specific artwork privacy to "Hidden" or "Only friends" it will be removed from your profile completely (from the artwork showcase)
So there's something else that some people do, because you can see their artwork on their profile, but you just can't click on them
None of the privacy settings do what OP is describing.
Yo, OP. Have you tried viewing the screenshots/artwork again?
I've gotten "User has no screenshots/artwork available for your viewing" messages on users with public pictures, only for said pictures to become visible after refreshing the page a few times. Could it be the same bug?
It's possible that those users may have just used their web browser's console to do weird stuff.
That is most likely it, (server issues) which have been common lately.
The community has had several issues with even loading profile pages.

It seems that this 'thing" can be done only with guides / workshop items
I get the same issue when accessing that... "stuff" under their guides.
I don't know if it's just a bug because the item was likely removed by support for violating content rules (but something on Valve's end affected that).

But regarding the title of my post, it seems that it can be done only with guides & workshop (i've tried to hide some items from my CS:GO workshop, and see if i can showcase them, but i can't since they need to be listed as public, so not sure how the ♥♥♥♥ they done that)
