Steam Slow Downloads
I've scoured Steam/Reddit/Every other place imaginable over the last month and have found no answer.

My steam download speeds are consistently capped at 1.4 MB/s
- Yes, I'm sure it's Bytes and not Bits
- I've checked for speed caps (There are none)
- I've tried different regions
- I even created a new partition on my HDD in a different file format (Tried exFAT, FAT32, and NTFS)
- I've tried both HDD and SSD devices
- I've tried both internal and external devices
- My computer is up to date on Windows 10
- **ALL** drivers are updated to their most recent update
- I checked my internet speeds: Consistently ~94 Mbps = ~11MBps
- I've tried a different house entirely
- I've tried WiFi and Ethernet
- My PC never uses more than 5% of CPU, Memory, Disk read/write, etc. (PC not under heavy load)
- I've tried starting as Administrator
- I've cleared the download cache
- I've removed my firewall completely
- I've disabled my anti-virus
- I've completely reinstalled Steam
- The issue has persisted over MANY Steam updates
- I've turned off all background applications and processes (that aren't necessary)
- I've tried the TCP hack
- I've updated LAN Settings
- I've tried running as administrator
- I've compared download speeds from other platforms (Origin, Epic Games, internet, etc.)
- **THIS IS STEAM SPECIFIC**

Can someone PLEASE help me find a solution?

Check for unusual activity in case someone else is using your wifi and stealing bandwidth and make sure your connection speed has not become limited in any way. Maybe check your rj45 ethernet cable also as this may be faulty and limiting your speed.

Have you tried looking at Bandwidth Allocation in win 10

"The Windows Operating System reserves 20% of the total Internet bandwidth for the QOS or Quality of Service usage like Windows update, license renewal, etc. Thus, when you limit the Reservable Bandwidth of the operating system to 0,this will definitely affect the operating system activities like Automatic Windows Updates. "

Also be aware that some internet service providers are restricting download speeds in some countries/areas due to the high volume of people that are in lockdown right now and using their services... So maybe check with your ISP

As I mentioned, ALL drivers are updated - including network adapters
Change your download regions.
Just try it until you're lucky enough.

This is not Steam specific as I get the same download speeds on all clients, Steam, Epic, Origin, GOG Galaxy, Battlenet, Rockstar game launcher.

Then this forum clearly doesn't apply to you, you should check the forums for a post that DOES apply to your situation :)

Then this forum clearly doesn't apply to you, you should check the forums for a post that DOES apply to your situation :)
If you read their post, they get the same speeds on all services including Steam, so your response was unnecessary.

Choose a download server that isn't largely busy at the times you want to download. Most of the stuff you brought up in the original post didn't even need to be done whatsoever.

I easily get 12MB(ytes)/s or higher to my nvme drive.

Try all download servers until you find one with speeds you are happy with.

There are over 130 to try.

Any server near me was slow as dirt. Nearest does not always equal faster.

Also consider traffic, ISP throttling and time of day for the server you choose.

Why would I need to when I get the SAME DOWNLOAD SPEED ON ALL CLIENTS. :)

Still not sure why their response applies considering my download speed is 10-11MBps on other services, this issue only persists on Steam whereas theirs seems to be an ISP/Network issue

As I mentioned in my original post, this issue has persisted across a minimum of 35 days (over a month) and the speed is a CONSTANT 1.4 MB/s on ALL servers I've tried. This is NOT a server issue.

I appreciate your assistance! Unfortunately this is NOT a server related issue. This issue has persisted across at least 35 days of testing on multiple servers and the download speed does not fluctuate at all. It is a constant at 1.4MB/s.

And yet almost everyone else is fine across all the services, including Steam.
Their post is entirely relevant, unlike over half of what you posted.

Are you in control of the network equipment? People can limit your speed to services in a router.
Any ISP restrictions for high traffic services? Many ISPs throttle Steam downloads.

Those two can be the factor, else, it's clearly something on your end or your ISPs end.

If you want to see if you're restricted, try a high speed vpn and download from that, if everything works normally through the vpn then your ISP is restricting DL speeds for Steam.
Since I started gaming more then a decade ago, I was having trouble with downloadspeed. I would have to wait for 10+ hours to download GTA V at launch for example. But today I finally found the solution which bumbed me from 5 mb/s to a STEADY 45 MB/S!!!! I hope this solution will also help you when you struggle with the same frustration of slow download speed.

My Solution after 10 years of searching:
I switched download region to a country/area nearby. I live in The Netherlands and switched to Germany - Hamburg which tenfolded my downloadspeed. Incredible. I hope i will make someone else happt too!
