Well I mean this is not about lucky or what.
This is not Steam specific as I get the same download speeds on all clients, Steam, Epic, Origin, GOG Galaxy, Battlenet, Rockstar game launcher.
Not sure what to say about this one, I've already tried changing the region multiple times but I guess I'll try it a few more times...?

Choose a download server that isn't largely busy at the times you want to download. Most of the stuff you brought up in the original post didn't even need to be done whatsoever.
I easily get 12MB(ytes)/s or higher to my nvme drive.
My copy/pasta...
Try all download servers until you find one with speeds you are happy with.
Any server near me was slow as dirt. Nearest does not always equal faster.

Today, Vancover was better for me. Yesterday, Rio was better (odd, ain't it?). Btw... I'm on the East Coast.

Also consider traffic, ISP throttling and time of day for the server you choose.
Why would I need to when I get the SAME DOWNLOAD SPEED ON ALL CLIENTS. :)
Still not sure why their response applies considering my download speed is 10-11MBps on other services, this issue only persists on Steam whereas theirs seems to be an ISP/Network issue
As I mentioned in my original post, this issue has persisted across a minimum of 35 days (over a month) and the speed is a CONSTANT 1.4 MB/s on ALL servers I've tried. This is NOT a server issue.
I appreciate your assistance! Unfortunately this is NOT a server related issue. This issue has persisted across at least 35 days of testing on multiple servers and the download speed does not fluctuate at all. It is a constant at 1.4MB/s.
Check for unusual activity in case someone else is using your wifi and stealing bandwidth and make sure your connection speed has not become limited in any way. Maybe check your rj45 ethernet cable also as this may be faulty and limiting your speed.

Have you tried looking at Bandwidth Allocation in win 10
"The Windows Operating System reserves 20% of the total Internet bandwidth for the QOS or Quality of Service usage like Windows update, license renewal, etc. Thus, when you limit the Reservable Bandwidth of the operating system to 0,this will definitely affect the operating system activities like Automatic Windows Updates. Also be aware that some internet service providers are restricting download speeds in some countries/areas due to the high volume of people that are in lockdown right now and using their services... So maybe check with your ISP
Their post is entirely relevant, unlike over half of what you posted.
Are you in control of the network equipment? People can limit your speed to services in a router.
Any ISP restrictions for high traffic services? Many ISPs throttle Steam downloads.
Those two can be the factor, else, it's clearly something on your end or your ISPs end.
If you want to see if you're restricted, try a high speed vpn and download from that, if everything works normally through the vpn then your ISP is restricting DL speeds for Steam.
My Solution after 10 years of searching:
I switched download region to a country/area nearby. I live in The Netherlands and switched to Germany - Hamburg which tenfolded my downloadspeed. Incredible. I hope i will make someone else happt too!
