Basically just a meme out of hate for Romero (and his arrogance), the infamous advertisement and how "long" it took to get it to the market. Of course the Gen-Z mostly just calls it bad because they read it on Reddit or saw a crap video on Youtube telling them it's bad and they just parrot it.
It's nowhere near a great game but it's not bad and certainly not one of the worst games ever made. It's a billion times better than actual software trash like Flatout 3, CnC4: Tiberian Twilight, Rollercoaster Tycoon World, Sacred 3, Umbrella Corps, Stronghold 3, Deus Ex: The Fall, Postal 3 or Takedown: Red Sabre. Just to name some really horrible crap that actually is available on Steam.
The actual worst game ever made is probably any of the games developed and/or published by Phoenix Games on the Playstation 2. It's absolutely mindboggling how they were able to just released horrible, buggy, unfinished, amateur, broken crap in every genre. Wether it's European Tennis Pro, World Wrestling Championship, X-Treme Quads, Monster Trux Extreme, Furry Tales or Robin Hood: The Siege, they are the absolute worst of the worst.
A lot of the reviews highlight the issues with the remaster which takes away key elements that made the original so good. It's also bug ridden but worst of all, it has the most horrendous Screen tearing I have ever seen in a game.
I really need to revisit XIII, I'm sure I remember playing it on Playstation 2 back in the day and being unimpressed.... maybe I was wrong because people seem to love it
