On steam can a player video chat with someone like another player or friend?

No, but outside of Steam using your web cam and mic yes you can.
Have you seen anywhere when you rightclick a friend video call?
Only voice chat.
Don't think streaming includes that option either only chats with text.
Unless the the person who is steaming introduces PIP, picture in picture out, like a small screen in the video.
