Steam Disk Write Error? Please Help

this randomly started yesterday, I was about to update this game called Phasmophobia, when I get this message saying "Steam Error, Disk Write Error" then underneath it there is a file which says D:\SteamLibrary\steamapps\appmanifest_739630.acf
I have no idea about computers and cant fix this, nor do I know what the problem is.
I have already restarted my steam and my computer. I have cleared my cache data, I have already viewed my game file integrity. I have repaired and cleaned my disks, I even deleted every game of mine and deleted steam, and redownload it, still nothing. I have also ran steam as an administrator, but nothing has helped me.
Can anyone please help me I don't know what is happening

thats generally your anti-virus killing it, white list steam in your av

otherwise it can be a permissions issue, run steam as an admin to fix those permissions
