Chances are, the dll got sequestered or quarantined, by one of those programs, and is unable to be used by Steam.
To re-register steamui.dll file, do the following:
Press Windows key + R to bring up Run window.
In the Run dialog box, type cmd and then press CTRL + SHIFT + ENTER to open Command Prompt in admin/elevated mode.
In the command prompt window, type the command EACTLY as below and hit Enter.
regsvr32 steamui.dll
I'm having same issue as OP. After zero system changes. Just randomly started happening today.
I tried the above method, and got the following response in the cmd prompt:
"The module "steamui.dll" failed to load.
Make sure the binary is stored at the specified path or debug it to check for problems with the binary or dependent .DLL files.
The specified module could not be found."
