You can still report their comments or their profile if it's really that bad.
Yeah, I know. But shouldnt they get some kind of educational lession for bad behaviour?
Like i said, report them, it's really up to the person reviewing the report to decide.
You have the tools at your disposal to stop them from being toxic.
It's unlikely that anything will happen if it's just a "bad" comments (as far as bans go)...

General toxic behavior might lead to other stuff, and it's up to support to decide.
If people insult others online, i guess the parents didnt do the job properly.
Reported many toxic players, nothing happens.
You have no idea if something happened.
Act more like an adult and use the tools available to you. Just get rid of the comments and/or block them, move on with your life.
What's on your profile is nothing, just a small bit of salt if anything from likely just children. That is just them being angry. This is seriously nothing worth posting over, I have no idea why you think we need to know about this as if we're supposed to get involved and do reports (most of us wont).
Act like an adult, this is seriously nothing but a tiny bit of salt on your profile. If you're that worried, turn off the commenting or make your profile private, but do act more like the adult you should be.
Grow up, don't get offended in general about other people and block these comments. Done. Get a thicker skin.
Most people are narcissistic asshats in general these days. So just ignore them. It will give you peace of mind, doing just that.
Yeah, what should be my work as a moderator, if someone reports a harrsament?
1. Response (Blabla, we work on it.)
2. Removing insults.
3. Time ban / Warning for the person, who insult.
Personally, i feel more sorry, for the insulting person. But on the other side, its somehow strange, that Steam isnt doing anything against some toxic people. Other platforms act quickly (1-3).
Yeah, lets skip that obvious stuff.
My question is more where are the limits in steam? Is everything fine or do people act.
Anyone that's been on these forums for a while know
1. You don't always get the generic response stating action was taken on something you reported. It's more of an optional courtesy.
2. Things aren't removed simply because you can't handle it.
3. People don't get banned or warned because you want them to.
This is not a place to be in if you have thin skin, you have options available to you. Steam knows it, Moderators know it. Use the tools available to you - you can literally solve your own problems without making a thread, without reporting, and using account settings.
You have 2k hours in one PvP game, 325 hours in TF2 - which I know for a fact the voice chat and text chat are way, way worse than the things on your profile. If you can't handle it, make your profile private.
Can we skip the generic dialog? 10-15 years ago i had the same opinion. Block, remove, put in private, just words (skin stuff is new lol).... But thats not the point.
There are also other profiles, with many insults, also death threats. So back to start.
"So does Steam dont care about people who insults others on profile?"
Those are hardly insults, so I doubt they care whatsoever. If I took the time to greatly insult you for example out of your declared time with the same answers and your same opinion:
1. I doubt you'd ever post in this forum ever again
2. I'd definitely receive a lengthy ban for the way I'd insult you.
So, that being said - in all honesty you seriously need to act more like an adult and move on, you're not going to get everything on Steam the way you want it (Let alone LIFE), nor are you going to get the responses or actions you want. Move on with your life, do what people recommend as they're recommended for logical reasons.
It's a gaming platform, you should expect a little bit of children throwing salt around because you got some headshots on them in an FPS game.
