In nearly all those cases it was the RAM, defective RAM sticks that did not get recognized by the motherboard, thus causing the restart.
Do you maybe have some other, older RAM laying around you could try?
It could be a compatibility problem between your RAM and the motherboard.

If it still won't settle down, recheck everything. Reseat cards, ram, front panel connections, ssd, etc. It could be something that isn't connected well or incorrect causing the system to keep rebooting.
If it still won't post, trial and error. Start removing non essential hardware. If you have more than one stick of ram, try one at a time or in different slots.
Those are just some ideas. It's rarely one simple solution. You'll have to figure it out.
