Not sure if devs would get the revenue from it but if you do it on marketplace they would. Your choice.
A way to find any background, is to go the profile (in Steam), then right-click on the profile, and then left-click on view source, this should create text.
Then, in that text, search for background-image. (press Ctrl+F to search)
The thext (which is the link to the image) can be found there, in that text, after url. In this case, it says something like:
"/steamcommunity/public/images/items/232430/"
Now, we only need to figure out a way to get from that text, to the market, right? (In case you want to buy it.)
Well, you now have the AppID to work with. In this particular case the AppID is 232430. (Which can be observed in the text we have copied, if you look at it closely enough.)
Now, copy that number (which is the AppID), and ceate text similar to this:
"https://store.steampowered.com/app/AppID*" (without quotes)
* = copy the AppID there, so you replace "AppID*" with that number you just located and copied, from that text.
Then, copy that created text, which is called an URL, in the address bar of an internet browser, and then press the enter-key. That should bring you to the store page from the item, that the background is from.
So, you need to replace "AppID*" with that number, you just copied from that text, and paste that in an internet browser.
That is how we do it. Once you know this trick, you never have to ask this ever again, or post any links to profiles.
Edit: I think the only exception to that rule is the animated stuff, but I'm not sure.
