We face many draconian security measures because of scammers and money laundering regulations, people trying to game the system.
If you have purchased the code directly on Steam and have not used the funds, they will provide a refund.
"STEAM WALLET REFUNDS
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds."

"I loaded around 1000 ars for all of us" gave it away as its not enough to buy even one Fall Guys copy. ha ha
I do hope you all get to keep the program.
Just create another ticket about the error you get, keep it short. If there was no commercial activity from your side, you're likely to get the block lifted by support
My money is on OP region hopping to Argentina before the new restrictions. I’m also betting OP knows exactly why he has been restricted from gifting.
Edit: Google also says Cipher Gaming BD is a game store in Dhaka, Bangladesh.
Come on, OP. Valve isn’t stupid.
Are you physically located in Bangladesh? If you are, why are you using Argentine Pesos?
That's the precise thing that got snipped HARD last month - to prevent resales, 'trading' for goods, and avoiding local currency issues.
They have good reason to prevent these things. If beautiful your area has a crappy currency that is absolutely not Steam's fault.
If I had to take a wild guess why your account was tradebanned for reselling, it might have something to do with the fact that you have a Facebook page and a Discord channel, under the same name "ciphergamingbd" where you literally advertise that you resell games and Steam wallet codes.
"Every wish of a gamer - FULFILLED!!! If u are a gamer, if you are a tech geek, Everything you wish for, Everything you need is just one click away. Here at Cipher Gaming we offer some the best and unique products at the most affordable price possible."
In the posts on your FB page, you advertise reselling Steam Wallet codes as well as Steam game keys from regions where the games can be bought for the cheapest.
So yeah, that's why you were trade, market and/or gift banned bud.
This man just laid out OPs lies on a silver platter.
Valve have to think globally. They have to handle the dozens of wallet partners with legal agreements and regional regulations etc.
I wonder about those Russian secondary accounts. After a year, they will just have a limited account until they can make a payment using Russian methods, meanwhile they continue as they are now.
