If you have play Nine Parchments or Mages of Mystralia you would see that neither of them has classes - but games are mage heavy and you only use magic to defeat enemies.
Most RPG or games makes player play as warrior or if it has mages, mages have too little power.
Besides, was it so hard to name few rpg that have viable mage class, but I guess you can't since you haven't play any of those.

Elder Scrolls Morrowind, Oblivion, Skyrim everyone you can play as a pure Mage from the beginning.
That said, if you're looking for a game where you only use magic to fight, off the top of my head I can think of Magicka.
Also, WRPGs where you get to choose your character class tend to have viable mage classes.
Also, some other games where you essentially use magic as your basic attack -- any shmup that involves mages doing things. For example, the eXceed games. And maybe Ziggurat?
I remember a shmup where you play as a fairy but I can´t remember the name of the game.

But I am not sure about these two games since I am not really into RPG games and always die right at the beginning of the game...
