'Sort by User Reviews' explained
As of November 2016

1. There are 10 categories:
Overwhelmingly Positive (95-100% of 500 or more reviews)
Very Positive (80-94% of 50 or more reviews or 95-100% of 50-499 reviews)
Positive (80-100% of 1-49 reviews)
Mostly Positive (70-79%)
Mixed (40-69%)
Mostly Negative (20-39%)
Negative (0-19% of 1-49 reviews)
Very Negative (0-19% of 50-499 reviews)
Overwhelmingly Negative (0-19% of 500 or more reviews)
No user reviews (0 reviews)

2. The percentage shows the ratio of recommended review per 100 reviews, only count Steam purchasers reviews. Both overall and recent user reviews work the same way but only overall user reviews are used in 'Sort by User Reviews'.

3. All decimal will be pushed down. For example, 8 recommended reviews out of 9 reviews (88.888..%) will be shown and calculated as 88%.

4. Ranked by category first, and then by percentage. Sorting is inconsistency in some games, mostly occurred in percentage scale. For example, a 61% game ranked among 60% games, possibly due to a newly added or changed review. Ranking is updated hourly.

5. In case percentages are the same:
If those games are in positive part, the higher number of reviews games will rank higher than games with less reviews.
If those games are in negative part, the higher number of reviews games will rank lower than games with less reviews.
Games that are more closer to 50% will be more likely that they won't follow this rule.


6. Where does 'No user reviews' ranked?
(Higher Rank)
Negative Review (2%)
Negative Review (1%) It's impossible to get this because it need at least 51 reviews to be 1% and will counted as Very/Overwhelmingly Negative.
